Yes but it doesn't allow you to hard code the library in the EXTERNAL NAME
of the create. Nor does it allow you to put &LIB.

Given the way Aldon's pseudo source works, you can include multiple
statements...so you can do a SET PATH or whatever prior to the CREATE
FUNCTION...
