RTVMBRD is one of the commands that ignore OVRDBF:

When run, it seems to do the rtvmbrd using the *LIBL, and ignores the
OVRDBF. Is this possible?

I tried changing the scope of the OVRDBF to *JOB, still seems to ignore
OVRDBF

(there are no DLTOVR in the CL)
