Rob,
	On mail1, you should put in the exclude resources for the Optical  & Tape, so that the other NWSD will provide that.   This way one NWSD has the disks, and the other NWSD has the optical and tape.  Then if you are going to boot from DVD, put the I_BASE_01 in the DVD, do a manual IPL of the partition.  The partition should point to the SCSI which is "hosting" the optical.  Also, make sure you put a 7 or 9 on CTL05 & CTL06 so you really know which ones they are.

Shut it down immediately.  Varied on NWSD's MAIL1 and MAIL1TO.  Tried again.  Same error.  Hmm, I wonder if loading a disc into the optical drive will make a difference?  :-) Do I need to vary off tape/opt on GDIHQ first?

Rob,
     On your NWSD to the guest LPAR do NOT restrict the tape drive ( 
RSTDDRVRSC Parm  ) either by name, *ALLTAPE or *ALL.
     Now vary OFF the tape drive on the host LPAR.
     The drive should appear and be available to the GUEST lpar, simply 
vary it on.
     Should be as simple as that.
     Twist: IBM recommend that you have your guest's disk on a separate 
v-SCSI channel from Tape and Optical which means that you need TWO NWSDs 
configured and to do that you need TWO vSCSI pairs between the guest and 
the host.  I configure the first NWSD to have the disk on it and 
configure RSTDDRVRSC(*ALL) on that one. For he second NWSD I append the 
letters "TO" (for Tape and Optical) to the name to keep it straight in 
my head  [ SO NWSD one might be GUEST1 and the other GUEST1TO ]   Now 
you can Vary off the ..TO NWSD should you need to make changes and you 
won't upset the guest LPAR.
     Also personally I do not use Power Controlling on these type of 
LPARs.
