I've just been down this road and Jeff's graceful ending of TCP/IP did 
NOT solve our telnet hang issue on V6R1.

We opened a PMR with IBM and learned that it isn't related to TCP/IP but 
is a Telnet issue.

We are advised that the likely root cause in our case is a timing issue 
where TCP/IP is getting started twice.  And that was true.  Once was in 
IPLA (see CHGIPLA) and the second was in our QSTRUP pgm.  IBM advised 
that the two startup instances could be stomping on each other.

Aside from that IBM gave pointed us to six PTFs related to this issue 
that are NOT in any cum or grp PTF package.
