IMO an SCM should be utilized if possible. Also /convention/ should be that any changes are logged with a comment in the header of whatever source is being updated, to include a moniker [e.g. User Profile name] that identifies the responsible person [and the date the change was made]. But if not being effected by one of those, then by auditing:

CHGOBJAUD of each database source physical file that should be tracked to include *ALL auditing detail, then review the T-ZC audit journal entries; this presumes of course that the system-level object auditing capability [the system values and required pre-requisite objects including the QAUDJRN journal in QSYS] is already enabled.
