Personally we use only *NEW and *CALLER.  All service programs are
*CALLER.  New programs, and old programs that have been modified for
ILE, are *NEW or *CALLER.  We also have a lot of RPG/400 programs and
a lot of RPG IV programs that are still DFTACTGRP(*YES).  And all of
our CL programs are CLP.  (We do have a couple of CLLE modules that
are bound into multi-module service programs.)

This means that service programs sometimes run in the default
activation group, but I have not found this to be a problem.
Particularly since anyone who puts RCLSRC or RCLACTGRP into production
code is going to lose a finger.  :)
