I think it far more likely that the reason it hasn't been done is the difference between a compiled language (which all ILE languages are) and an interpreted language such as PHP or Javascript. Maybe as Javascript makes its presence felt on the server side we'll see it on IBM i - but it won't be an ILE language it just wouldn't fit the architecture.
