Ask yourself this, do you really need to promote the OVL source?
Thinking in another vein, there's no need for *MODULE objects on our
production machines, or any source for that matter. So we don't promote
those to production. But we have multiple levels. Perhaps that's the
confusion. One extra level is "production" on the development machine to
"production" on the production lpar(s).
