That seems to be the problem.

I've updated web feedback that IBM explain this when they say

In-Use Indicator The object is currently in-use. This indicator will be
set to one of the following values:
0 QP0L_OBJECT_NOT_IN_USE: The object is not in use and all of the
reference type fields returned are 0.
1 QP0L_OBJECT_IN_USE: The object is in use. At least one of the
reference type fields is greater than 0. This condition may occur even if
the Reference Count field's value is 0.

I've also submitted a Request for Design Change that the api return the
jobs locking that object without forcing them to check every individual
stream file within that directory and it's subdirectories.
