User program taking lots of resources.

(1) Memory just sort of creeps up on you and one day...poof
(2) Cache battery or disk in trouble can also make things crawl.

Check wrkdsksts and look at disk status for failing or failed device.
How tight are you on disk ?
How much memory for how many active users ?
Did you just add several new users ?
Are you raided or mirrored ?

It also sounds a wee bit like a program that really
hogs up some resources.(10 minutes)

I doubt the network has any bearing on the problem.

All of the above is wild guess, you need to use performance tools
to get a better answer.
