Does that sound reasonable? (We need to license OS/400 again
for the 2nd processor? SWMA ...?

It's true that IBM i and SWMA are priced by processor (core). You'll have to decide whether the cost is reasonable, or not, for your organization.

I'm not sure a second processor will have much impact.

We licensed IBM i for 2 cores and yes you will notice a significant improvement in the speed of program activation, deactivation. If you're running many jobs concurrently (as most shops do), and your workloads are not overly constrained by memory & disk limitations, you should see a significant improvement in overall throughput.
