It would have to be. None of the versions you mention are supported by IBM
any longer.

I'd recommend working with an experienced BP, Pete for instance, and go
from the existing hardware at v4r1 to new hardware at v5r4. This way you
don't have to worry about the program conversion required for 6.1+.

Now that you're on a supported, for a few more months anyway, release you
could run the checks required to ensure all your programs will convert then
go to 7.1.
