An out of the box approach might be to write an exit program for the
QIBM_QZDA_SQL1 exit point (WRKREGINF).

There's also native security, but it probably means changing to an
adopted authority program scheme on the green screen side.

You can also use Application Administration in Client Access. Under
Client Applications there is a separate option for Excel Add-in Uploads.
