Also try looking for QSQSRVR jobs. Depending on the environment the connection to the SQL database may be shunted to an QSQSRVR pre-start job.
It is possible that the SQL access may cause some other function to execute like a trigger or UDF that expects the library list to be correct but may not be since QSQSRVR uses *LIBL defined in jobd QDFTSVR and there may be a MSGW on the QSQSRVR job that is causing your "never".
