Our SPLTOOL software will allow this.  It has a feature in it that you can
use to add another PDF as an "overlay" (or actually an underlay) to an
existing PDF.

This feature is built into the PDF creation commands in our SPLTOOL
software as well, but there are also separate commands to do just the
overlays or concatenation of PDF files.  Feel free to contact me offline
