I have been mulling this over and thinking. I don't think your listener is the problem but possible an incomplete packet. Do you have devices that may not send complete packets? Can you see the entire packet that your listener is expecting in the traces? Do you have a timer set at 15 seconds timeout somewhere ? Perhaps your listener waits for more data and does not receive it so it times out.

Without seeing the code, TCPIP configuration, and traces one can only guess.
