Check out KRONOS-- they make clocks and software to administer them.

The clocks talk to the iSeries directly (TCP/IP-Ethernet these days), but if they lose contact they will accumulate the swipes locally and upload the accumulation when communications are restored.

I think the software can untangle 'extra' swipes, but I don't deal with the software directly.
