Not positive, but "bad vpd" sounds like its pointing to the VPD card. If this card doesn't have the correct codes, you will not be able to IPL.
The codes stored in this card our linked to the serial number of the machine.

Subject: Quick and dirty solution for 9406-MMA?
I've been playing with a nice lot of machines, i tried to start playing with the biggest one, a 9406-MMA (power6) but the dangers of buying hardware AS-IS finally reared their head.
HMC sees it fine, updates firmware OK but any time it attempts to start it ends with a 1100 8414 src. That SRC is "bad vpd" and the PIP points to 2nd processor assembly. Since i dont have another MMA around to test and the manual doesnt specify...
Is there any way to bypass said assy? I havent seen a 550 or 570 without both processor assemblies, even when they had 1 or less processors activated so i doubt the system can run without, but nonetheless i ask
anyways: "Is there a way to bypass or otherwise run without the second processor assembly?" i was tempted to just take it out and start the machine but i'm waiting to see if i can get my hands on another assembly and test again...
Best Regards!
