I still don't fully understand what's being sent and what you have
control over, but if you want to work with JSON data on the i using
RPG, there's this:

I haven't used it myself (for this kind of stuff I would use
iSeriesPython), but it looks promising.

Besides Python, I would think Java and PHP have either built-in or
quite easy to roll your own JSON handling, if those are options for
you.
