Maybe after November’s Windows Updates THAT will work again! ;-)

FWiW: I also found that directory, and all the parent directories, to be empty. I used an old Mac, both with its FTP client and using FTP:// with Firefox. A Win update is even less likely to change the outcome for me ;-) However I had no issue with their testcase.boulder.ibm.com FTP site.
