The CMD object is NOT your issue. The command is failing to locate the
PGM object it calls. WRKOBJ *ALLUSR/SNDM *PGM and see if it's really on
your system and if so make sure that the library it's in is in your LIBL

If I copy the command and let's say put it in my library, would that solve

It does in fact say *LIBL, but when I do a WRKOBJ it shows the command
SNDM in library SMTP.

crazy thought. Do a DSPCMD SNDM and see if it says *LIBL for the program
to run or points to a specific library.

Don't forget that the command and the program are 2 different things.

The _command_ might exist, but not the _program_.
