Comparing parameters should be done before I go to the network folks anyway since I can tell them all systems look the same if I still have an issue.

I agree that comparing every network parameter is not a bad idea.  And it's probably faster than trying to coordinate with your network folks. 
There is a 'ping' feature available on your HMC.  Perhaps it was called 'test network' or some such thing.

I have 5 frames with 5 HMCs.  4 of the 5 HMCs can connect to IBM's 
website.  I use this site to download firmware.  I do have the CDs, but I 
just want to figure out why I can't connect on this HMC.  I receive error 
HSCF0049 and the description of this error is so generic that it does not 
point me in any direction for problem analysis.  Should I check every 
network parameter on the HMC to see which one is incorrect?  Should I 
discuss this with our network folks?  Any suggestions on how to proceed 
would be appreciated.
