You might look into using JQuery (a Javascript library) on your web pages. It's not very complicated, and JavaScript is pretty easy to learn.

Essentially, it would allow you to better control when the web page sends a transaction to your CGI server. Using JQuery avoids a lot if the issues with different browsers and different browser versions.
