While, yes, Java 5 was the highest version of Java shipped on media with
V5R4 you could download Java 6. I wonder if you still can since end of
support for V5R4? Well, I tried ESS (Entitled Software Support) and I see
this:

Release Download Package Size(MB)
5.4.0 2646: Java SE Dev Kit 6 v5.4.0,EHU,CD-ROM-9660 274
J2SE 5.0 32 bit 86
Java SE Development Kit 6 52
JSE 6 32 Bit 136
But, it turns out I was following the steps outlined in
http://www-01.ibm.com/support/docview.wss?uid=nas8N1018536
which just gives me option 10 & 11.

I can search IBM and find numerous hits for "5761JV1 option 12" but not
for "5722JV1 option 12"
