Maybe because it's active, has defined routes?

why would I not be able to change the ip address of the ETH1 port on a 720 ?

I am logged into ASMI from a browser. Using the admin profile. I go to
network config. Check "config this interface" on the eth1 port. Change
type ip address to "static". Change the ip address from 169,254,3,147
to 192.168.1.170. Click continue and ok. The browser says the change
is accepted.

But I go and display the network config again and none of the changes
took. Use option 30 on the front panel and the IP address has not
changed. I also tried to make the change after powering down the
system.

thanks,

-Steve
