I know this is not the right forum to discuss RFCs, but I interpreted that comment to mean - don't expect excel produced CSVs to look like this spec. From experience, excel does not produce CSVs with double quoted fields

I stopped looking quite some time ago as well, but since Pillai
mentioned it, I decided on a lark to try again. And what do you know,
but Googling for "csv rfc" produces this:

Amazingly, it's dated October 2005. It does have a "potentially
misleading" comment about Excel (at least, it's awkward to the point
that I don't think native English speakers would interpret it in such
a way that it reflects reality; but honestly, I think the comment is
just plain wrong).
