Check the CHSMTPA command. Make sure the Mail Router is correct, FIREWALL
is set to *YES, and the Forwarding Hub Server parm is set to the same value
as the Mail Router.

If you have a name for the router and hub server, make sure when you ping
it, it resolves to the correct address.

Also make sure MSF and SMTP are running. If the die after sending an
email, then Rob's answer is correct:
CHGATR OBJ('/tmp') ATR(*RSTDRNMUNL) VALUE(*NO)

You can find these and more email troubleshooting in our MAILTOOL FAQ page.
Most of the info there is the same for SNDDST if you're using the base
MAILTOOL product and not MAILTOOL Plus which bypasses the IBM SMTP server:

http://docs.bvstools.com/home/mailtool/faq

If all else fails, drop SNDDST and move to a 3rd party application for
sending emails. It and the IBM SMTP server have well outlived their
usefulness. :)

any info regarding SNDDST not working after upgrading

Since you did a save on old hardware and restore to new
hardware, does the new hardware have the same or more amount of
disk storage?

If the ASP has exceeded the storage threshold as defined in
service tools, many communication functions will cease to work.
SNDDST is one of those functions.
