Create Index and Create View are two separate things. Create your view first and the query optimizer will determine if it can use any existing indexes or LFs to return the data efficiently and in the order you specify on the order by clause.

If it doesn't then you may have to create an index that it recommends.

If you haven't gotten into it, google for SQL Plan Cache iSeries Navigator.
