Rick,

As others have said you can use the QCAPCmd API for prompting and entering the command variables.

If you want an F9=Retrieve command option in it you have to do a SNDPGMMSG and RTVPGMMSG in direct sequence (sort of command processor), so this command can be retrieved on a command line.
There is also a Retrieve Request Message API, that can also, programtically, retrieve a command string.
