I have an RPG program that I'm sure I didn't write that can identify jobs in
a certain status.
It runs in a CLP that keeps itself active, we look for MSGW, then use easy
tool 400 to send an email.
I can post it if you'd like.

As mentioned by others, it's not that difficult to use QMHRCVM to wait on
QSYSOPR and examine every message that comes in. Then the program doing so
can examine the message id, severity, type, etc. and make decisions. That
part is easy. The harder part is filtering so that whatever action is
desired is taken for some but not for others. Since storage levels and such
things as cache battery warnings come through the QSYSOPR message queue,
notifications can be sent via SNDDST or other methods.
The QMHRCVM API is simple to work with. The only constraint is that if it's
waiting on messages from QSYSOPR no other process can allocate that message
queue. Normally this is not an issue.
As far as 3rd part software goes, eView is one I know has the capacity to
monitor messages and many other system activities - but I don't personally
know a lot about it and couldn't recommend it myself.
