Controlling this is done the writer commands - the FORMTYPE parameter - it's a 2-parter, type of form is *ALL as default, message sending option is *INQMSG as default.

Options for the latter are *INFOMSG,*MSG, and *NOMSG.

CHGWTR, STRPRTWTR, STRRMTWTR all have this parameter.

Turns out that STRRMTWTR has *NOMSG as default for the 2nd element.
