If you're bringing Microsoft into the picture, then things change quite a bit.

First, yes, there will be some shops that are not willing to spend
money for IBM tooling but are willing to spend money for Microsoft
tooling.

But there will also be a ton of shops that are not willing to spend
money for either side. The thing with Microsoft, though, is that
there is a wealth of free tooling that is quite good (including some
that are probably about as good as RDi). Some of that free tooling
comes from Microsoft itself. Add to that a ton of third-party free
stuff. The situation on the Microsoft side is not nearly so dire,
even with no budget.
