You have to imagine that there is a command line on the remote system that will accept the command supplied to SBMRMTCMD.
On the source system, after submitting the remote command, you will notice that the following messages are returned -

Remote database job started.
Command completed on target system.

Press F1 on the 1st one will identify the remote job started to process your request. It will probably be running under QUSER who necessarily has restricted authority.
Thus remote requests can often appear to hang when QUSER encounters an authority issue while attempting the execute the request on your behalf. Look at the job log on the remote system.
