Tim, did you remember to define the Server Authentication Entry for this user for DDM?

With DDM configured to require a password can two systems communicate if the sysval QPWDLVL are set to different values.
The system value QRETSVRSEC on both systems is set to 1.
If I change DDM to not require a password everything works fine.
