Thanks. I think that should be :

update tbla A
set a.colb = (select x.RegionCode concat substr(a.colA,3,5)
from xref X, tbla A
where substr(a.cola,1,2) = x.FedCode
)

Will have to wait til Monday to see if it works. Looks like it would be
possible with Translate but even more unreadable.
