setting up sftp on v7r1

Have verified PASE installed (SS1 opt 33)
V7R1 with 13298 cume
Info Center says current version is
/QOpenSys/QIBM/UserData/SC1/OpenSSH/openssh-4.7p1/etc

Submitted job to start server:

Also trying to uncompress the expect and tcl scripts (Scott Klement's
iprodeveloper article 2008)

The redpaper for this is 2006

Where does one start? Goal right now is sftp (password authentication (not
key).
