Your CPU queuing percent doesn't sound good to me either. The
following article from Dawn May suggests a couple scenarios which
might cause high CPU queuing:

But the scenarios suggested by Dawn May don't seem to align with your
low CPU utilization percent, low job count, low page faults, high disk
capacity, and relatively low memory usage. The WRKSYSSTS display would
seem to indicate that the partition has plenty of resources and is
performing very well.
