It may, as Jim said, depend a lot (totally?) on what your BP ordered. The
last new system that I ordered was a 520 at V5R3. The OS (i5/OS) came
pre-installed, and it came with the DVDs. I think the DVDs will always be
shipped because there may be features not installed (think PASE) that you
might want later. The only thing I had to do (that I remember sitting here)
was copy the security (profiles), set the system defaults, copy the device
ids, set up the network stuff, and restore the user libraries. Not exactly
a five minute job, and probably some things I'm forgetting at this distance.
Oh, and you are required to change the QSECOFR password.

Current release is 7.2 (on Power 8).
Are you going to restore the entire system including OS from the current
system ?
Last machine I ordered was installed in May, and came with DVD (because I
told BP I wanted them(we were in a new building and wasn't sure internet
pipe would be "up").
System was not preloaded. We loaded 7.1 which matched current Power 5 (it
takes us months to test a new release).
