Irrespective any perceived logical contradiction, the condition of having the attribute /password expired/ [PWDEXP(*YES)] is not mutually exclusive with having a password of *NONE [PASSWORD(*NONE)]; the OS allows setting the two Pwd attributes entirely separately, on either of Change User Profile (CHGUSRPRF) or Create User Profile (CRTUSRPRF), without any error being diagnosed for any allowable specifications betwixt those two parameters.
