I have one qntc link back to a share on my laptop
'/qntc/gdl164/users'
I can do this:
ADDLNK OBJ('/qntc/gdl164/users') NEWLNK('/rob/blackhole')
LNKTYPE(*SYMBOLIC)
WRKLNK '/rob/blackhole/*'
and that works fine.

Symbolic links are kind of like the IFS version of proxy commands
(CRTPRXCMD).

Not all file systems support symbolic links.
ADDLNK OBJ('/qsys.lib/sam.lib/qpgmsrc.file')
NEWLNK('/qsys.lib/pete.lib/qpgmsrc.file')
CPFA0AD
Message . . . . : Function not supported by file system.
Cause . . . . . : An attempt was made to use a function which was not
supported by the file system for path /qsys.lib/rob.lib/qpgmsrc.file.
The
path selected may not be valid for the function, or it may not be in the

same file system.
