See the CRTAUT parameter on the CRTLIB or CHGLIB command. This sets an attribute value for that library ... Most OS/400 "create" commands (e.g. CRTxxxPGM, etc.) have a default of AUT(*LIBCRTAUT) which means "use the value of CRTAUT for the *LIB".
