I would recommend using Java and an open source solution to send SNMP traps.
I would not recommend using the iSeries SNMP Agent/Subagent process.

Is there any way to have an application running on the iSeries
generate an SNMP trap error that would be sent to a SNMP monitoring
application (SolarWinds to be specific)? We send a lot of data to
local windows servers using FTP. Sometimes our Windows FTP server will
just stop accepting connections. The server is not down and the FTP
service is running so our monitoring server that sends alerts to the
Windows admins don't get an alert. I was wondering if I could send an
SNMP trap when the iSeries FTP client can't connect to the Windows FTP
server, then the SNMP server could be setup to alert the Windows admins.
