We have a PDF and TIFF utility product that can be used to merge and append TIFF and PDF documents.
It does use Java, but has a CL command wrapper that can be used in RPG or CL.
You can be up and running in about 30-60 minutes.

Anyone had any experience merging PDFs ?
I know there is a Java tool that I could use but I am trying to avoid having to use anything beyond RPG + C functions in this instance as the stuff has to be distributed to multiple systems.
