Might just be the way my VIOS partitions are configured but here's the way I always get files where I want them.
ftp to /home/padmin
chmod 777 /home/padmin/FILENAME
mv /home/padmin/FILENAME /newdirectory/FILENAME
rinse and repeat with all files I need
I used to always get errors similar to what you're getting until I did the above.
