I have not really followed this discussion, so sorry if this does not apply, but if you need to move the overlay just a little I use FRONTMGN

OVRPRTF FILE(AE004O) DEVTYPE(*AFPDS) CPI(12) +
FRONTMGN(.25 .25) FRONTOVL(&OVRL) +
OUTQ(MYOUTQ) COPIES(1) SAVE(*YES)
