It's one of those SQL names versus System names.
System names are limited to 10 characters.
SQL names are not.

SELECT TABLE_NAME, SYSTEM_VIEW_NAME
FROM sysviews
WHERE system_view_name='LIBLIST'
....+....1....+....2. | 3....+...14....+.
TABLE_NAME | SYSTEM_VIEW_NAME
LIBRARY_LIST_INFO | LIBLIST

Granted, it would be nice if they did document both to ease the web
search.
