The CCSID of the target file could not be set to match the CCSID of the
source file.

That would be msg CPFA098 "The CCSID of the target file could not be set to match the CCSID of the source file."

I recalled that same irritating effect as a very frustrating aspect about the Copy (CPY) command; quite unsure why the feature would try to set the CCSID where clearly there is no support to do so. But to be thorough I actually tested the request [on v5r3] _despite_ my doubts of success, and I did not encounter that error. I see Vern suggested the CPY also; implying most likely, that the command can be functional in that scenario on newer release(s).
