This is something a lot of us go through when it comes to encodings
and/or CCSID issues. I strongly recommend becoming comfortable with
the idea of Unicode, at least. This article helped me:

Even after you are comfortable with Unicode, it's not like everything
magically becomes easy. You still have to contend with the fact that
different organizations use different terminology (some because of
ignorance, some because they just like their own words; IBM has been
one of the leading we'll-just-use-our-own-terminology companies). But
at least if you understand the concept of Unicode, and what the
difference is between encoding and decoding, that can serve as a
basis.
