I've never seen anything published that might draw a clear line between
acceptable and unacceptable performance. Mostly because 'acceptable'
depends almost entirely on one's specific circumstances. If one is
dealing with high speed trading on Wall Street, then a single
millisecond slower might be unacceptable. If one is running an end of
month batch program, then adding an hour to the total elapsed time might
be OK.

Is there any performance monitoring that can be done for triggers?

The good news is that triggers don't require any specialised expertise
with respect to performance monitoring; one can run the performance
monitors over the system as usual and the triggers will be included in
the statistics.
