Are you sure that your NetServer user is enabled? A simple CHGUSRPRF
YourUserID will enable it if disabled. Check out these IBM Docs:

P.S. I mostly only replied so as to add the reference number and
subject\title [to the archives] because IBM is notoriously bad about
keeping such links functional; at least with the additional context rather
than merely the URL, a future reader of the archives might still have a
chance of finding a [snippet of a] copy of or the original document [at a
